Subject: Invitation to tender for Procurement of “Telemedicine platform” for the “Cross border access to healthcare through telemedicine and modern equipment” Project (2SOFT/4.1/89), implemented with financial support of European Union through European Neighborhood Instrument within Joint Operational Programme Romania-Republic of Moldova 2014-2020.

We look forward to receiving your tender which has to be sent no later than the submission deadline at the address specified in the instructions to tenderers. By submitting a tender you accept to receive notification of the outcome of the procedure by electronic means. Such notification shall be deemed to have been received by you on the date upon which the contracting authority sends it to the electronic address you referred to in your offer.

REQUEST FOR PRICE OFFERS

MEDICAL EQUIPMENT

The “HOMECARE” Civil Association respectfully calls for financial offers for the procurement of medical equipment for the Project „Improvement of medico-social care services for people with long-term care needs on both sides of the Dniester River” funded by the European Union under the General EU Confidence Building Measures Programme V - Health Sector Modernisation, and implemented by the German Agency for International Cooperation (GIZ) and the Czech Development Agency (CzDA).

Validity of the offer: The offer must be valid for forty-five (45) days from the deadline for submission offers;

Special conditions:

  1. The tenderer must examine all the instructions, forms, terms and specifications in the invitation to request for offers;
  2. Failure to communicate all information or documents requested by the tender may lead to rejection of the tender;
  3. A potential tenderer in need of clarification of the call for tenders shall contact AO HOMECARE in written form at the address specified in paragraph I.
  4. AO HOMECARE shall respond in writing to any request for clarification, provided that such a request is received no later than five (5 ) calendar days before the deadline for receipt of tenders;
  5. At any time before the deadline for submission of offers, AO HOMECARE may amend the request for tenders by issuing an amendment. Any additional document issued will be part of the present call for offers and will be communicated in writing to all those who obtained the listing invitation directly from AO HOMECARE.
  6. The tenderer will bear all costs related to the preparation and presentation of its bid, and AO HOMECARE will not be responsible for these costs, regardless of the conduct or result of the selection process;
  7. AO HOMECARE reserves the right to accept or reject any tender, to cancel the selection process and to reject all tenders at any time before the award of the contract, without assuming responsibility for the tenderers;

1. Company selection criteria:

  • 1.1. Legal entity registered on the territory of the Republic of Moldova;
  • 1.2 The bidder's experience: market presence, loyal customers / references;
  • 1.3 Warranty conditions and terms;
  • 1.4 Competitive price;
  • 1.5 Delivery terms;
  • 1.6 Free delivery to the place of destination on the territory of the Republic of Moldova.

2. The  documentation to be submitted includes:

  • 2.1 Commercial offer with unit price at 0% VAT and with VAT, technical characteristics of the proposed equipment, delivery time, warranty period;
  • 2.2 Commercial offer validity for 30 calendar days from the deadline for submission of offers;
  • 2.3 Presentation of the bidder's experience: market presence, loyal customers / references;
  • 2.4 Company registration certificate;
  • 2.5 Name of the contact person and contact details of the tenderer.

The “HOMECARE” Civil Association respectfully calls for financial offers for the procurement of  two automobiles from a juridical entity for the Project „Improvement of medico-social care services for people with long-term care needs on both sides of the Dniester River” funded by the European Union under the General EU Confidence Building Measures Programme V - Health Sector Modernisation, and implemented by the German Agency for International Cooperation (GIZ) and the Czech Development Agency (CzDA).

  • Presentation of offers in Romanian or Russian languages;
  • The commercial offers will be valid for 30 calendar days from the date of the deadline for submission of proposals;
  • After the money transfer, the delivery of the cars must be made within 5 working days;

The following are required:

  • 1. Company Authorization;
  • 2. Company registration certificate;
  • 3. Certificate of official dealer;
  • 4. Certificate on the absence of debts to the state budget;
  • 5. Commercial offer including excise duty and excise exemption;
  • 6. Full technical description of the cars
  • 7. Technical specification

Selection and award criteria:

  • 1. The required technical parameters of the car;
  • 2. The most advantageous price;
  • 3. The trust and the excellent image of the company;
  • 4. The requested delivery time of the car;
  • 5. Warranty period;

Deadline: The offers will be received until June 18, 2020, at 16.00
