MĂSURI ACTIVE DE PROMOVARE A PARTICIPĂRII PERSOANELOR VÂRSTNICE LA VIAŢA SOCIALĂ ŞI ECONOMICĂ

Guvernul a aprobat Planul de acțiuni privind implementarea principiului îmbătrânirii active (2018-2021), elaborat cu suportul Fondului ONU pentru Populație în Moldova. Scopul de bază al programului este promovarea măsurilor de extindere a participării persoanelor vârstnice la viaţa socială şi economică.

Principiul de bază al politicilor elaborate de Minister în domeniul de rigoare se bazează pe acceptarea faptului, că o ţară cu mulţi vârstnici nu înseamnă o societate de oameni inactivi şi numai consumatori de resurse, dimpotrivă, trebuie reconsiderat potenţialul de muncă al personalului de vârstă pensionară, revalorificată experienţa lor profesională şi de viaţă, atît pentru familie, cît şi pentru activitatea socio-economică a comunităţii.

În acest context, Planul de acţiuni este bazat pe realizarea următoarele obiective:

- creșterea gradului de participare a vârstnicilor la procesul de luare a deciziilor;

- consolidarea sustenabilității bugetare a programelor de protecție și asistență socială și a programelor de sănătate;

- reducerea ratei sărăciei în rândul vârstnicilor prin creșterea nivelului de trai în gospodăriile vârstnicilor și a gospodăriilor cu vârstnici;

- creșterea angajării productive a vârstnicilor pe piața muncii;

- creșterea accesului și calității serviciilor de educație și calificare profesională pentru persoanele din grupul de vârstă;

- creșterea nivelului de sănătate al vârstnicilor.

Realizarea activităţilor propuse în Plan vor contribui la o integrare efectivă a persoanelor în vârstă în viaţa politică, socială şi culturală a societăţii, cît şi implicarea mai activă a APL întru realizarea acţiunilor şi acordarea suportului necesar conform necesităţilor persoanelor vârstnice.

Conform datelor statistice prognozate se estimează o creștere a ponderii vârstnicilor de la 17,2% până la 33% către anul 2050, ceea ce demonstrează că, fără intervenții de esență în politici privind integrarea vârstnicilor, Republica Moldova riscă să intre în instabilitate demografică mai pronunțată.

of the meeting of the working group organized by Ministry Health, Labour, Social Protection( MHLSP) Disposal no.254d of May 29, 2018, within the project "Support and Assistance to the Social Sector of Moldova 2017-2019" implemented by AO "Homecare" based on the cooperation partnership with Caritas Czech Republic with the financial support of the Czech Development Agency under the program "Czech Republic Development Cooperation Program", entitled "Development and sustainable financing of medical-social care at home in the Republic of Moldova".

Greeting message and presentation of the working group was done by the moderator.

ADAŞAN Tamara, Director, AO.HOMECARE presented shortly the objectives of the project: "Support and assistance for the social sector in Moldova", implemented with the financial support of the Czech Development Agency. Mrs. Adasan was followed by PARA Anastasia, Director, AO. Caritas Czech Republic with the presentation of the ToR to guide the URONPÎC Management Board aiming to accomplish the final recommendations of the social and health care assessment home care assessment study (elaboration of legislative, normative and institutional changes needed to ensure the (partial) coverage of social services from the state budget, the revision of the methodologies for calculating the costs of the health care services at home).

An important element of the meeting was the Presentation of the Draft Minimum Quality Standards for Integrated / Complex Medical-Social Services by POSTOLACHI Natalia, Executive Director, AO.CASMED.

In the same context, SÎRBU Otilia Director, Concordia Social Projects have presented the steps undertaken for:

1. Maintaining and promoting at the political and institutional level the collaboration and partnership between local and central public authorities and the non-governmental sector, represented by active providers in providing home care services.

2.Introduce on the public agenda and national programs the complex issues of the elderly, including the necessary intervention measures in the context of the accentuated demographic aging trend. Developing a methodology for assessing the needs of social services at community level.

Approval by the Ministry of Finance, jointly with MHLSP of a set of standard documents that would standardize and establish unique conditions for the preparation of assigning documents for the acquisition of social services. Taking into account existing legislative gaps and impediments, special legislation is needed to regulate public-private partnership (PPP) in the field of contracting social services, which is in line with the specific nature of social protection. In this context, it is necessary to modify the existing legal framework, so that it is possible to derogate from the provisions of art. 7 of the Law no. 179 of 10.07.2008 on public-private partnership and points 66-76 of the Regulation on standard procedures and general conditions for selection of the private partner, where the subject of PPP is the provision of social services, and the private partner is a non-profit organization.

By TENTIUC Victoria, Director, AO.Aripile Speranței  were presented the steps taken for: Training of para-nurses, with the introduction of the specialty given in the classifier of the professions. Elaboration of in-service training programs for home care staff to enhance the quality of the services provided. Elaboration of standard Foster Shelf models for home-based medical and social care staff to be proposed to service providers.

Steps taken to:

1. The elaboration and approval by MHLSP of a sectoral policy that will provide the necessary framework for the functioning and financing of the social services system. This document should provide for the approval  a minimum package of social services funded directly from the state budget. At the same time, the Government and Parliament should decide on the increase of the percentage share of the national public budget for the "social sector", which is much lower compared to other European countries.

2. Taking an active role by MHLSP in initiating the elaboration of costing methodologies by types of social and medical-social services, with the involvement of service providers in this process. The costing methodologies must be based on clearly defined formulas based on measurable elements, which will include the cost of each resource needed to provide the service. The calculation of the cost methodology should take into account the expenses for the professional training of the human resources involved in these services, presented by Para Anastasia and Tamara Adasan.

ALEXEICIUC Angela, Coordinator, Caritas Moldova gave an explanation on the possibility of increasing the share for community medical care and at home from the basic fund of mandatory health insurance. Elaboration of eligibility criteria for the contracting of community medical care services and home care providers. Adjustment of the mechanism for contracting community medical services care and home care providers. Equitable distribution by National Company of Health Insurance of funds between public and private providers.

ADAŞAN Tamara subsequently presented the draft of dependency categories of the beneficiaries for the home socio- medical care and piloting the use of it.

Aiming to reach a sustainable development and financing of medical-social care at home in the Republic of Moldova, at the end of the meeting were taken the following decisions:

1. The next meeting will take place on September 7-8, 2018 where social and medical issues will be analyzed.

2. Review Law on patent and make a short information at the next meeting.

3. Analyze the Letter-approach developed by TENTIUC Victoria, Director, AO. Aripile Speranței for para-nursing training, with the introduction of the specialty given in the classifier of the professions, the elaboration of the continuous training programs for the staff in the field of home care services the quality of the services rendered, the elaboration of some models of Post Fact Sheets for the medical-social care services at home, which are proposed to the service providers with the methodical cabinet of the MHLSP.

4. To propose to the Caritas Czech Republic the participation of a URONPIC representative in the selection of experts for guidance of the URONPIC Board of Directors on the implementation of the final recommendations of the assessment of the social and health care services at home (elaboration of legislative, normative and institutional changes needed to ensure (partial) coverage of social services in the state budget, revision of methodologies for calculating the cost of health care at home)

5. Inviting the Homecare Specialists to the working group meeting on September 7-8 to work on finalizing the minimum quality standards of integrated / complex medical-social services and the dependency categories of the beneficiaries for the medical-social care service at home and piloting their use.

6. Active participation of the members of the working group at the additional sessions organized by the selected experts to guide the URONPIC Management Board on the way to implement the final recommendations of the social and health care assessment study of home care.

7. Presentation of URONPIC Letter  to MHLSP (elaborated by Angela Alexeiciuc, Caritas Moldova) regarding the possibility of increasing the share for community medical care and home care services from the basic fund of compulsory health insurance. Elaboration of eligibility criteria for the contracting of community medical care services and home care services providers. Adjustment of the mechanism for contracting medical community care and home care services providers. Equitable distribution of National Company for Health Insurance funds between public and private providers.

Concurs pentru selectarea unui expert local în facilitarea atelierului de lucru în domeniul colectării de fonduri

Context

Asociația Obștească HOMECARE realizează proiectul “Sprijin și asistență pentru sectorul social din Moldova" în colaborare cu Caritas Republica Ceha prin intermediul Programului de Cooperare și Dezvoltare Internațională, cu suportul financiar al Agenției de Dezvoltare din Republica Cehă. Proiectul prevede organizarea  atelierelui de lucru  privind colectarea  de fonduri, facilitată de un expert local.

Pentru realizarea acestei activități AO.HOMECARE lansează anunţul respectiv de selectare a unui expert/trainer  pentru facilitarea atelierului de lucru în domeniul colectării de fonduri.

Durata atelierului de lucru: 8 ore (1 zi).

Cerințe faţă de candidaţi:

  • Studii superioare;
  • Cel puţin 5 (cinci) ani de experienţă în planificare  strategică privind dezvoltarea organizațională și colectarea  de fonduri;
  • Demonstrarea succesului în pregătirea propunerilor și a cererilor de finanțare care au fost  aprobate pentru finanțare.
  • Cunoașterea ciclurilor de colectarea de fonduri, a formatelor de propuneri și a procedurilor de aplicare pentru donatorii cheie, inclusiv  analiza cadrului logic.
  • Personalitate dinamică, flexibilă, analitică, abilități de comunicare excelente.
  • Cunoașterea   limbii române .

Responsabilitate:

Recomandări în:

  • Identificarea şi analiza intereselor donatorilor locali și externi;
  • Identificarea şi valorificarea oportunităţilor de finanţare din cadrul rețelelor de donatori;
  • Scrierea  cererilor de finanţare conform standardelor solicitate de fiecare donator;
  • Menţinerea şi consolidarea relaţiei cu donatorii instituţionali şi individuali pentru fidelizarea acestora;
